The Early Grade Reading Barometer website was developed by RTI International (RTI) in conjunction with and under the direction of the USAID Bureau for Asia. This website is funded by USAID and is actively managed by the Improving Learning Outcomes for Asia (ILOA) project, implemented by RTI International. Since 2014, RTI has maintained the Early Grade Reading Barometer and collaborated with USAID to redesign the site in 2022. RTI and USAID Bureau for Asia agreed on the digital strategy, information architecture, design, content, and site development. RTI International is an independent, nonprofit research institute dedicated to improving the human condition.
